CBO (Congressional Budget Office) Non-partisan.
Congress approves budget, president signs the budget...although we haven't had an official budget in 3 years....
President's approval rate generally goes down, moves up in times of crisis, goes bad if crisis doesn't go well, gets a bump from re-election.
Disadvantage of incumbency -- your record -- Congress has a 9% approval rate, but incumbent advantages have stated before leads to 90% retention rate.
13th, 14th, 15th amendment -- civil rights amendment. 14th amendment, selective incorporation.
17th amdendment brings direct election of senators to the people.

Each Congressional district around 700,000 people....reapportioned every 10 years after census.....state general assemblies usually draw new districts. GErrymandering favors one particular party with particularly curious drawing.
Third parties -- spoilers....also their ideas often get picked up.....but they don't win....tough instituionally, (single member districts) (electoral college). Ross Perot 19% in 1992 led to Bill Clinton win with just a plurality of the vote.
Chairs in Congress all members of majority party of the houses...Ranking member the lead member of minority party.
Divided government when there is a division in the parties of the Congress and the Executive branch.

Lobbying and special interest groups protected by 1st amendment....PACs political action committees to spend money....most from big business....NRA AARP. Must be licensed. Must disclose money. DO NOT write bribery....if you want to shut down reader...influence yes but biggest weapon or tool is information....many interest groups actually write bills.
political efficacy -- higher politically efficacy more that your involvement matters....more likely to vote, donating money, writing letters, organizing as advocates.

Plessy v. Ferguson -- separate but equal was equal
Brown v. Board of ED -- state decisicis not followed, separate but equal inherently unequal
Roe v. Wade -- privacy rights 9th amendment substavive due process.
Necessary and Proper Clause, Commerce Clause. both expands Congressional federal power.
Plurality elections -- whoever receives most votes wins.
Pluralism -- not a nation of elites groups groups of people with influence in policy.
Mandate -- when federal government forces states to do something (either funded or unfunded).
Electoral mandate -- Barack Obama had a mandate he said to raise taxes on millionaires after winning the election. Or call for new gun control.
